Estate and gift taxes and incentives for inter vivos giving in the US

چکیده
This paper describes the current estate and gift tax rules that apply to intergenerational transfers in the US. It summarizes the incentives for inter vivos giving, gifts from a donor to a recipient while the donor is alive, as a strategy for reducing estate tax liability. It shows that the current level of intergenerational transfers is much lower than the level that would be implied by simple models of dynastic utility maximization. Moreover, even among elderly households with net worth in excess of $2.5 million, roughly four times the net worth at which US households became liable for estate tax in 1995, only about 45% take advantage of the opportunity for tax-free inter vivos giving. Cross-sectional regressions using the 1995 Survey of Consumer Finances suggest that transfers rise with household net worth, possibly reflecting the impact of progressive estate taxes. Households with a preponderance of their net worth in illiquid forms, such as a private business, are less likely to make transfers than their equally wealthy counterparts with more liquid wealth. Those with substantial unrealized capital gains, for whom the benefits of ‘basis step-up at death’ under the income tax are greatest, are less likely to make large inter vivos transfers than similarly wealthy households with higher basis assets. 2001 Elsevier Science B.V. The cost of equality : unequal bequests and tax avoidance *
For altruistic parents desiring to bequeath their wealth to their children, estate taxes can be costly in utility terms. The most straightforward way to reduce the tax burden is through inter vivos transfers. Taking full advantage of potential tax-free giving often requires that parents differentiate between children in the amounts transferred. This unequal giving contrasts sharply with the pre...

If we categorize religions according to whether they give greater prominence to time or to space, the role of “promise” marks a religion of covenant as clearly a religion of time. Yet the future is unknowable and can only be present to us as a field of possibilities. How far do these possibilities extend? The question directs us back to the nature of time, a question that became concealed in th...

The role of intergenerational altruism in explaining disparities between predicted and actual patterns of wealth accumulation is still unclear. Recent works suggests traditional testing methods may fail because altruism is in fact heterogeneous across the population. This paper uses a heretofore unexamined data set to attempt to identify demographic characteristics that may be correlated with i...

Is there a Pareto improving rationale for a welfare state in dynamic economies with unobservable agent heterogeneity, when missing credit and insurance markets affect incentives to invest in human capital?
